I know that the house always has an advantage, but I've never won a single hand at blackjack or roulette after playing for an hour. I'm starting to think that this is just a joke by the developers to make us think we can easily earn caps. Has anyone ever won at the casinos in this game?

In a sense, yes, they are rigged. The Courier's Luck stat is what basically determines your chances of winning (obviously you have to know the rules too). 6 or more Luck, and basic knowledge of blackjack rules should let you win consistently, and get banned from every casino in under an hour.

Luck is a pretty good stat. It affects all skill levels a bit (½ skill point per point of Luck), crit chance up to 10%, and makes you insanely rich with minimal effort. Not as exciting as Intelligence, sure, but it's also not utterly useless like Charisma.

Did you really not think a stat called Luck would apply to casino games? Mauno nailed it, though. Five or less and you're at a disadvantage. The game even tells you when your luck had a direct influence in the hand, putting up a message that says "You feel (un)lucky" along with your winnings/losses. If you tanked your Luck to put points elsewhere, skip going to the casino, for sure. With 10 Luck you can just mash on blackjack and hit your cap with little effort.

It seems that the casinos in Fallout: New Vegas are indeed rigged, but not in a way that's unfair to the player. The game's Luck stat plays a significant role in determining the outcome of casino games, and having a high enough score can make it possible to win consistently. However, this also means that players with lower Luck scores will have a harder time winning.
